Modernisation of the Novosibirsk TPP-3
Operator/Initiator: Siberian Generating Company
Location: Novosibirsk region, Russia
Stage: –
Dates: 2024–2027
Investment Amount: 12 bn roubles
Siberian Generating Company is realising the reconstruction of one of the largest thermal power plants in Novosibirsk region – the TPP-3, which provides heat to almost the entire left-bank part of Novosibirsk. SGK will carry out the largest modernisation of the TPP-3 in recent decades. It is planned to replace 2 generators and 2 turbines, build a boiler, install 3 electric filters, which will ensure an increase in the power of the station and reduce the impact of the TPP on the environment.
Reconstruction of the Avtovskaya TPP (the TPP-15)

As part of the first stage, the modernisation of turbine units No. 7 and 6 and auxiliary equipment and general station systems will take place. The second stage will include the reconstruction of switchyard with a voltage of 35 kV and 110 kV and the construction of a circulating technical water supply system. The third stage will include the technical retrofit of the auxiliary equipment and systems of the station, including the reconstruction of four deaerators for feeding the heat network, steam pipelines with the installation of kindling boilers.
Construction of the Khabarovsk TPP-4
Operator/Initiator: PJSC RusHydro
Location: Khabarovsk Territory, Russia
Stage: the construction is underway
Dates: 2021–2025
Investment Amount: 57 bn roubles
To date, the capacities of the Khabarovsk TPP-1 are very worn out, so it is planned to build a new TPP-4 next to it, which will run entirely on natural gas, which will have a positive impact on the environment in Khabarovsk and on the amount of utility tariffs for heating, hot water and electricity. Diesel fuel will be used as a reserve at the TPP. The TPP-4 itself will consist of four GTU-TPP power units, each of which consists of one 82 MW gas turbine unit and one waste water boiler. In addition, it is planned to build a complex of cogeneration plants with five hot water boilers with a capacity of 180 Gcal/h each. The heat load of steam consumers will be covered from three steam boilers with a capacity of 30 t/h each. Electrical power – 328 MW, thermal power – 1368.3 Gcal/h/s.
Construction of the Ulan-Ude TPP-2 power unit
Operator/Initiator: TGK-14
Location: Republic of Buryatia, Russia
Stage: pre-design activities
Dates: 31 December 2028 – commissioning
Investment Amount: 26.3 bn roubles
A monitoring system will be installed on the chimney of the Ulan-Ude TPP-2, which will allow monitoring the concentration of harmful emissions in real time. the Ulan-Ude TPP-2 will also be equipped with a dry ash and slag removal system. It is planned to install the first oil-free ignition system in Russia. the TPP-2 will have the highest environmental and efficiency characteristics for the region. NOx emissions will be at the level of 350 mg, ash – 50 mg per normal cubic meter, which corresponds to the indicators of advanced foreign projects. The general designer was LLC KOTES Engineering. Up to 110 MW.
