Strategies for the development of the
thermal power industry in Russia

Thermal power is a key element of Russia's energy system, providing about 60% of electricity generation. Since 2019, the country has been developing a large-scale programme to modernise thermal generation, which involves attracting 1.9 tn roubles of private investments and upgrading 41 GW of capacity by 2031.

RELEVANCE:

  • Thermal generation provides about 65% of Russia's electricity generation, remaining a key element of the country's energy system.
  • By 2030, it is planned to decommission more than 20 GW of obsolete capacities, which makes it urgent to replace them in a timely manner.
  • A key priority is the transition to natural gas as a more environmentally friendly and efficient fuel. Today, about 50% of Russia's thermal generation runs on gas.
  • In the context of sanctions and limited imports, the task of import substitution has become urgent: the share of domestic equipment in new projects already exceeds 70%, with a plan to increase it to 90% by 2030.

DEVELOPMENT PROSPECTS:

  • By 2030, it is planned to reduce the proportion of worn-out equipment at thermal power plants to less than 30%, reducing the risk of accidents and inefficient downtime.
  • In the regions of Siberia and the Far East, projects for the reconstruction of coal-fired power plants with the installation of modern cleaning and automation systems are continuing.
  • By 2026, it is expected to introduce more than 7 GW of new capacities, including modern units of combined-cycle plants based on Russian technologies using domestic equipment and engineering solutions.
  • According to forecasts, up to 36.7 GW of thermal generation may be commissioned in Russia by 2042.

PROGRAMMES OF KEY MARKET PLAYERS:

  • PJSC T Plyus: the company has approved a long-term investment programme until 2032 in the amount of 415 bn roubles, aimed at modernising generating assets and heat supply.
  • Siberian Generating Company (SGK): In 2024–2025, SGK concluded 27 concession agreements in six regions of Russia, including Kuzbass, Khakassia and Krasnoyarsk Territory for the modernisation of heating networks and power plants.
